Bottom line: WP Rocket (and close peers like FlyingPress) belong on WordPress when you can install plugins and want cache, delay-JS, and preload from inside the CMS. PicPerf Turbulence belongs when the site is not WordPress, the theme is locked, or you want the same optimizer on WordPress, Squarespace, and a static marketing site from one DNS pattern.

WordPress-only vs. any HTML
If every site you run is WordPress and you already live in the plugin admin, WP Rocket is a reasonable default. If you also run Squarespace, Shopify, or a static host, Turbulence is the same motion everywhere. For a WordPress image CDN, see Turbulence vs. Optimole.

WP Rocket does not replace an image CDN. PicPerf Turbulence rewrites eligible images through PicPerf. On WordPress you can also use the PicPerf plugin if you only want images and no proxy. That split is spelled out in PicPerf vs. Turbulence.
